(5-2) The service of Issuing a Safe Minimum Manning Certificate For a National Ship

The Maritime Affairs Authority issues the minimum safe manning certificates for ships that are registered under the Yemeni flag. This is a compulsory document that issued to meet the requirements of SOLAS/74 and its amendments. This service is provided by the MAA Aden and Hodeidah branches as well as by competent directorate at its Head Office in Sana’a according to the following conditions:

First: Conditions   

  1. The ship must be registered under the Yemeni flag.
  2. The number of people working on the ship must be enough and qualified to operate the ship safely according to the international convention requirements.
  3. Certificates of the Master, officers and engineers must be available and issued according to the Standards of Training, Certification and Watch-keeping (STCW 74) and its 1995 amendments (STCW 95).
  4. The ship gross tonnage must be 500 GRT or more.
  5. A ship of lower tonnage is obliged to commit to minimum safe manning that suits its size and nature of activities.

 

Second: procedures        

  1. Filling the relevant MAA application form (attached) indicating the minimum number of manning suggested by the company.
  2. The application is inspected to ensure the number of crew mentioned, their qualifications and their competence to operate the ship at the minimum safe level.
  3. After fulfilling the above conditions and procedures and paying the required fees, the MAA issues the certificate.

Notes:         

  1. Competence certificates of the master, officers and engineers should be valid.
  2. The following are exempted from this certificate:
  • Warships and troop carriers.
  • Battleships that are not mechanically propelled and that do not have crew or workers.
  • Leisure boats that do not practice commercial activities.

 Third: Fees:           

  1. Fees of Certificate Issue 300 $
  2. Fees for Amending any changes of MMC: 10$

 Fourth: Deadline for service provision       

Within 24 hours of procedures completion.
