(3-4) The Service of Issuing a License for Foreign Ships to Carry out Marine Survey Studies Required for Laying Submarine Fiber Optic Cable or for Exploring Oil, Gas and Minerals, and any Such Studies. or for Conducting any Specific Works For any Purpose. (Compulsory Service)

MAA offers the service of issuing a license for foreign ships conducting hydrographic surveys within the Yemeni waters for the purpose of laying, at later stage, fiber optic cables or similar studies,or conducting other works for any purpose. It is compulsory for such ships to require this license from MAA. It is provided, in accordance with the relevant laws, bylaws, directives and regulations in force, at MAA Sana’a headquarters ONLY, subject to the following conditions and procedures:

First : Conditions for Permit Issuance:                     

  1. The survey ship requiring the license should be registered under the registry of another country.
  2. The ship designs fits the purpose of this license.
  3. The ship requiring the license is seaworthy and safe to navigate as per the local and international requirements.
  4. Proving the purpose of the survey or the study by Submitting supporting documents of the agency who is carrying out this project and the names of subcontractors involved in the operations.
  5. Having the permissions of the other concerned governmental bodies in Yemen, in case of surveys related to oil, gas or minerals or other related surveys.
  6. Submitting an application in case of conducting other works for any purpose.

Second: Procedures for license Issuance:   

  1. An application for the license is to be signed and submitted by the owner or his agent in Yemen to MAA office at least three months before the required survey operations.
  2. The application should be submitted along with the following documents:
  1. Documents that prove the ship meets the above conditions.
  2. List of names and functions of each of the crew, enclosed by copies of their passports.
  3. Coordinates of the operation areas enclosed by the five colour charts.
  4. The intended date of launching the operations within the Yemeni waters and the expected date of completion.
  5. Detailed information on the cable line extension in the landing states.
  6. Statement as to the contract, if any, made with the other concerned governmental body/ bodies in Yemen.
  7. Any other details where the applicant considers significant.
    1. The application and the documents submitted are to be checked by MAA personnel to ascertain fulfillment of the license requirements. If the application found valid and MAA agrees to issue the license, a notification is given to the applicant at least one month before the operations date in order to have the relevant fees paid and to complete the other procedures.
    2. This License in principle represents a permission for the subject ship to carry out a marine survey only. It is not considered as a permit for laying any fiber optic cables (It is all about agreeing the study of where a cable is to be laid).
    3. At the start of the survey operations, a number of MAA representatives are appointed on board the ship. Their accommodation, transportation and subsistence expenses are to be born by the ship. However, each case is going to be addressed individually on the basis of an official statement from MAA.

Third: Required Fees      

  • License fees for ships more than 20 GRT and less than 3000GRT: 2000 $ per each ten days of part of it
  • License fees for ships more than 3000 GRT : 5000 $ per each ten days or part of it

Fourth: Time set Service Provision    

The service is to be provided approximately within two months after the application.

Note:

  1. In case of Permits for Establishing a marine terminal for gas and oil exploration and its procedures, all necessary information can be claimed from MAA Headquarters’ office in Aden.
  2. Conditions for submarine cable are not applicable to the other works.
